Hong Kong’s early experiences with PPPs in the health sector have largely focused on the issue of capacity; whilst the public sector employs about 60% of medical staff, it serves 90% of patients. The imbalance of the medical system adds to the existing problems, which include rising costs, insufficient manpower in public hospitals, general population growth and an ageing population that is exerting tremendous pressure on the healthcare system.
