IFC Published EOI Seeking Technical Consultants for Hospital PPP Project

IFC has announced the request for expression of interest recruiting a qualified international technical consultant firm to support implementation of the Hospital PPP Project in Fergana region, Uzbekistan. For the implementation of the project, the Ministry of Finance of Uzbekistan is recruiting international and local legal consultants who will be working under IFC’s supervision and in close collaboration with the consultant firm through the duration of this assignment.

A competitively selected private partner is expected to design, build, finance, and maintain the new multidisciplinary greenfield hospital, while the public partner will continue to be responsible for the provision of all clinical services.

The project is a part of the plan set by the Government of Uzbekistan aiming to rationalize its healthcare infrastructure and to provide newly built, modern facilities by replacement a number of outdated and single-specialty hospitals in the priority region using PFI/ PPP model.

Fergana region has been selected as the location for the project based on the highest demand for hospital reconstruction and establishing a model multi-profile facility.

IFC with the help of a technical consultant has already completed preliminary project analysis under a pre-feasibility phase, which included preliminary technical assessment of hospital network in the region, preliminary assessment of demand and the existing hospital capacity and equipment, recommendation on the hospital size and high-level financial analysis.

The Project will be implemented in two phases:
• Phase 1 – project due diligence, structuring, preparation of PPP concept and project assessment documentation as required by the Uzbekistan PPP Law.
• Phase  2 – tender process.

The deadline to express interest is March 16, 2022.
