The Ministry of Healthcare of the Republic of Kazakhstan (the “MoH”) has prepared the Hospitals Modernisation Programme (“State Programme”), which envisages constructing up to 19 new hospitals to replace 40 outdated existing facilities and upgrading Kazakhstan’s bed capacity by up to 50%. Under the State Programme, the hospital projects will follow the facility management model and procurement will be carried out as Public Private Partnerships (“PPP”), apart from the hospital in Kyzylorda, where the private sector will be involved under a long-term Design-Build-Operate-Maintain (“DBOM”) contract. The EBRD has agreed to help the MoH prepare six hospital projects in the following cities: Kyzylorda (DBOM), Kokshetau (PPP), Kostanay (PPP), Taraz (PPP), Pavlodar (PPP) and Atyrau (PPP).
