PPIAF Climate Risks and Resilience in Infrastructure PPPs: Issues to be Considered

Infrastructure assets are characterized by large irreversible investments with a long lifespan and limited alternative uses. In a typical infrastructure planning and public investment- management context, governments first identify priority infrastructure projects through sector and spatial planning exercises, and then decide on the optimal delivery mode through conventional public procurement or public-private partnerships (PPPs).
