Pipeline of healthcare PPPs in Peru

Peru is one of the countries in Latin America with the greatest development of investment projects in the form of Public Private Partnerships (PPPs). It also has stable regulatory PPP framework.

Healthcare PPPs  are not new to the country, just to mention some:

However, the health infrastructure gap in Peru in 2017 amounted to US$ 16 billion; this situation was further exacerbated by the arrival of COVID-19. [1]  

In the health sector it is
estimated that a high percentage of existing infrastructure needs to be
renovated, either because it is not in adequate condition or because its design
does not adapt to the new modalities of health care.

Currently, there are two PPP health projects promoted by the Social Health Insurance Board – El Consejo Directivo del Seguro Social de Salu (EsSalud). These projects are in the formulation stage by the Private Investment Promotion Agency – PROINVERSION and will be tendered soon.

New High Complexity Hospital in Chimbote, Peru:

  • Design, construction, and provision of hospital equipment
  • Provision of non-clinical services (cleaning, security, waste management, maintenance of equipment and facilities, etc)
  • Contract term: 20 years including investment stage.
  • – Investment value: approximately US$ 110 million

New High Complexity Hospital in Piura, Peru:

  • Design, construction, and hospital equipment (Clinic and Non-Clinic)
  • Provision of non-clinical services
  • Contract term: 20 years including investment stage.
  • Investment value: approximately US$ 144 million

In addition to the health infrastructure gap of US$ 16 billion, COVID-19 has demonstrated a great need for hospital infrastructure, so that investment opportunities in Peru can be seen through the participation of contracting processes promoted by the government or through private initiatives (unsolicited proposals). ProInversión database also mentioning three private initiatives (so called, unsolicited proposals), which, if declared of interest, will be accepted by the government.

Comprehensive Management of Hospital Waste in Metropolitan Lima and Callao-MINSA The proposal consists of constructing, operating and maintaining a treatment plant of hospital waste, with the purpose to contribute to avoid intra hospital infections, ostensibly improve waste management generated by the health facilities of Lima and Callao managed by MINSA, and improve the environmental sanitation of said cities.

Design, Construction, Operation and Maintenance of the Hipólito Unanue Hospital The  project consists in designing, building, maintaining and operating the Hipólito Unanue Hospital located in the district of El Agustino (Lima)

Construction of a new hospital, its integral equipment, as well as the maintenance of the infrastructure and equipment, and the operation of general services (non-hospital – gray coat).

Under Evaluation

Design, construction, equipment, financing, maintenance, non-hospital management and transfer of Cayetano Heredia Hospital

Co- design, build, maintain and operate the Cayetano Heredia Hospital located in the San Martín de Porres district (Lima). The project considers the construction of a new hospital, supply of its integral equipment, as well as maintenance of infrastructure and equipment, and the operation of general services (non-hospital – gray coat).

Under Evaluation

Huaycán Hospital, located in the District of Ate Vitarte, Province and Department of Lima

Improving the provision of health services of the Huaycán Hospital located in the district of Ate Vitarte (Lima), under a network approach, for this the project considers the construction of a new hospital and the intervention in the First level health care facilities, comprehensive equipment, as well as the maintenance of infrastructure and equipment, and the operation of general services (non-hospital – gray coat).

New Central Military Hospital

Design, build, maintain and operate the Central Military Hospital; and it arises due to the need for Army members to have a state-of-the-art hospital considering the most innovative issues in certifications such as LEED 2009, leadership in energy and sustainable design.
